Camera recordings don't count against your iCloud storage limit

• HomeKit requirements:
  Set up Circle View in the Apple Home app on an iPhone with iOS 13.2 or later / iPad with iPadOS 13.2 or later. For remote live viewing and notifications, activity history, automations and intelligent detections, a home hub is required (HomePod with iOS 13.2 or later / Apple TV with tvOS 13.2 or later / iPad with iPadOS 13.2 or later). A supported iCloud plan to store activity history - one camera on 200GB plan / up to 5 cameras on 2TB plan
